With the temporary closing of USCIS, the U.S. has suspended visa services in most countries. In addition to the U.S., more than 6 field offices have announced they are either stopping or significantly reducing services. All routine nonimmigrant and immigrant visa appointments have been canceled as of March 18. USCIS has said it will resume visa services as soon as possible, but was unable to give a specific date.
